("DAV").

DAV is a nonprofit charity that provides a lifetime of support for veterans of all generations and their families, helping more than 1 million veterans in positive, life-changing ways each year. Since 1920, DAV has been a leader in the development and strengthening of federal programs, benefits, health care and transition services for the men and women who served, their families and survivors.
The organization provides more than 240,000 rides for veterans attending medical appointments and assists veterans with almost 160,000 benefit claims annually. In 2021, DAV co-hosted 82 job fairs, both in-person and virtual, across the country to help create employment opportunities for 19,118 attendees, assisted with 151,000 new benefit claims submitted, and secured more than $25 billion in earned benefits for veterans and their families. Since being chartered by Congress in 1932, DAV has submitted 12,018,939 claims for benefits. DAV's services are offered at no cost to all generations of veterans, their families, and survivors.
Established in 2014, the DAV National Employment Program has firmly positioned itself as the leader among veteran's service organizations in providing assistance to transitioning military members, veterans and their spouses seeking new or better jobs.
DAV's National Legislative Department takes the resolutions adopted by DAV members at the annual National Conventions to Congress to advocate for improved federal laws, regulations and policies of the Department of Veterans Affairs (VA) and other federal agencies whose programs support the veteran population.

Based in National Headquarters and reporting to the
Assistant Executive Director, the
NHRD is a mission-critical position and career-making opportunity to serve in partnership with an accomplished, cohesive, and successful team.
The NHRD will develop programs, policies and procedures utilized at DAV to manage programs concerning employee recruitment, selection, training, development, retention, compensation, promotion and labor relations and employee safety; serve as the Chairperson of the DAV Safety Committee; various responsibilities both as outlined herein and as assigned to assist the Executive Leadership with the day-to-day operation of National Headquarters.
Specific Duties and ResponsibilitiesEssential Functions:
Human Resources Responsibilities:- Direct, plan and supervise the implementation of all policies and activities relating to personnel recruitment, training, scheduling, retention, compensation, benefits, promotions, termination, and safety.
- Formulates policies and procedures for employee recruitment, employment testing, interviewing, hiring, business orientation and benefits portfolio.
- Plans and conducts new employee orientation(s) to foster positive attitude toward organizational core values and strategic objectives.
- Exercise proactive oversight and enforcement of DAV's Strategic Plan, Employee Manual, and Administrative Policies.
- Directs preparation and distribution of written and verbal information to inform employees of job descriptions, benefits, compensation, and personnel policies.
- Analyzes compensation policies, government regulations, and prevailing wage rates to develop competitive compensation plans and premium pay schedules.
- Prepares personnel forecast(s) to project human resource needs.
- Prepares and delivers presentations and reports to corporate officers regarding business performance trends, human resource management policies/practices, and recommendations for change.
- Investigates workplace complaints and prepares reports and/or recommendations for legal and executive concurrence.
- Provides recommendations for (and if approved executes) personnel: performance-based appraisal compensation adjustments, future staff appointments, assignments, promotions, transfers, and disciplinary actions.
- Represents organization at personnel-related mediation and arbitration hearings.
- Maintains records and compiles statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, promotions, transfers, and disciplinary actions.
- Serve as HIPPA Privacy Officer.
- Direct, plan, implement, and coordinate the DAV Safety Program at National Headquarters to reduce injuries, illness, and financial losses due to on-the-job injury or illness.
- Develop accident-prevention and loss control systems and programs for incorporation into DAV operational procedures and policies.
- Direct accident investigations and preparation of reports for the insurance carrier and on-the job injury and illness claims and maintain liaison with the DAV Workers' Compensation Insurance Carrier.
- Occupational Safety and Health Administration (OSHA) reporting, and attempt to assure OSHA compliance.
- Direct activities of Department Safety Committee Members.
Essential Skills and Experience: In addition to being a member of DAV in good standing and possessing the overall integrity, leadership, talent, and professional abilities necessary to work in such a leadership position within DAV, essential skills and experience include:
- Bachelor's degree or equivalent work experience.
- Certificate, Licenses, Registrations - Professional of Human Resources (PHR), Senior Professional of Human Resources (SPHR) preferred or Society of Human Resource Management Certified Professional (SHRM-CP) or Society of Human Resource Management Senior Certified Professional (SHRM-SCP) preferred.
- Functional user of standard business computer, Microsoft Office software suite, and various computerized record systems/databases to retrieve automated veterans' records.
- Excellent communication, presentation and leadership skills are required.
- A valid motor vehicle driver's license (other than motorcycle) is required.
Degree of Supervision: - Employee appraisals/counseling is provided no less than annually.
- Ultimately position is responsible for all activities of National Headquarters, a team of 7-9 and more than 600 employees and retirees.
