Administers human resource policies, programs and practices, including planning, organizing, developing, implementing, coordinating and directing. Duties include formulating policies and procedures for the Human Resources Department and recommending policies and practices to management.
POSITION DUTIES AND RESPONSIBILITIES
Prepares, recommends, and maintains records and procedures for controlling personnel transactions and reporting personnel data.
Designs personnel forms and directs the maintenance of personnel records by all departments
Annually reviews and makes recommendations to Executive Management for improvement of Agency's policies, procedures, and practices on personnel matters
Maintains knowledge of industry trends and employment legislation and insures Agency's compliance
Responsible for Agency compliance with Federal and State legislation pertaining to all personnel matters
Ensures the following tasks are completed timely
Provides public information such as verifying employment
Conducts orientation program
Conduct investigations and represent organization in legal matters relating to personnel relations
Creates and maintains affirmative action plan
Coordinates benefit programs
Develop and maintain contacts with educational institutions, minority and women-owned agencies, employment agencies, placement firms, and other sources of applicants
Monitors unemployment claims and assists departments with appeals
Accepts and/or assigns the acceptance of applications and works with applicants and department heads; administers typing tests, spelling test, etc., as required.
Assists executive management in the annual review, preparation and administration of Agency wage and salary program. Administers classification programs, which includes classifying and reclassifying positions, and writing job descriptions.
Coordinates and/or conducts exit interviews to determine reasons behind separation
Works directly with department managers to assist them in carrying out their responsibilities on personnel matters
Develops and maintains a human resources system that meets Agency personnel information needs
Supervises the staff of the Human Resources Department
Participates on committees and special projects and seeks additional responsibilities
MINIMUM EDUCATION REQUIREMENTS
Bachelor's degree in Business Administration, Public Administration or any other related field. May meet the education requirement with an equivalent amount of experience.
Must have the ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, procedures, regulations or government law.
Must have the ability to research and analyze various different types of data information.
