Position Description:The
Human Resources Manager provides oversight and/or support in the areas of compliance, engagement, recruiting and other corporate infrastructure activities.
Minimum/General Experience: 5 years of experience in human resources; 3 years of experience in compliance; 2 years of experience performing in a human resources related position for a federal contractor.
Minimum Education: Bachelors' degree in human resources or business administration or equivalent years of experience; Certification from the Society of Human Resources Management (SHRM) or equivalent is desirable

- Strong attention to detail and the ability to edit other personnel's work
- Above average ability to follow and track human resources workflows
- Strong ability to perform multiple roles simultaneously/multi-task in a dynamic small business environment
- Effective in interpersonal relationship building and collaboration
- Above average proficiency in MS Word to include formatting

- Oversee federal, state, local, and federal acquisition/executive orders for legal compliance (e.g., Equal Employment Opportunity, Affirmative Action, Family and Medical Leave Act)
- Oversee and/or support hiring activities, orientation programs, and training activities
- Administer employment agreements
- Administer and support the Oxley Enterprises®, Inc.'s Performance Evaluation System
- Support record retention processes and procedures
- Provide equal employment opportunity and work cooperatively with others to ensure compliance with federal and state laws and regulations, and required filings
- Manage and maintain human resources databases, systems, repositories
- Ensure that the employee handbook, code of conduct and ethics, Organizational
- Conflict of Interest, etc. are updated annually, communicated, and distributed
- Engagement, Compensation, and Benefits
- Analyze wage and salary data and recommend effective compensation plans (e.g., salary surveys)
- Implement procedures for salary administration and placement of new hires
- Administer leave benefit programs and monitor employee attendance patterns
- Implement procedures for the preparation and creation/update of job descriptions and for the proper classification of positions
- Manage benefit programs (e.g., insurance, optional employee benefits, workers compensation, and unemployment compensation benefit programs)
- Provide employees with information about benefits and advocate on their behalf
- Promote collegiality, teamwork, and collaborative decision making among staff
- Coordinate communication and mediation processes for employee complaints, grievances, and concerns
- Monitor employee retention and turnover through analysis of data and exit interviews
- Recruiting
- Oversee and/or support recruiting program
- Implement recruitment and retention strategies for highly qualified personnel
- Work with principals to forecast staffing needs and develop staffing plans
- Create job descriptions, screening documents, and reference documents
- Post job descriptions on a variety of platforms
- Oversee sourcing of candidates and external vendors as necessary
- Conduct candidate screening and reference checks
- Oversee candidate tracking throughout recruiting process
- Corporate Infrastructure
- Oversee and/or support Intern Program
- Support technology functions
- Oversee and/or support all office functions
- Support corporate certifications, maintenance, and audits (e.g., ISO 9000, CMMI, CMMC, NIST 800-171)
- Support security processes and procedures
- Perform as an Oxley Supervisor/Team Lead
- Perform as a Hiring Manager during the Recruiting Process
- Implement corporate goals; Establish and implement employee individual goals
- Oversee timesheets, PTO management and tracking, and compliance items; Implement and monitor adherence to employee handbook, code of conduct, policies, and quality management practices
- Provide an environment that promotes productivity, efficiency, and quality
- Resolve employee/subcontractor issues; Address pain points; Provide guidance and problem solving
- Coach, mentor, motivate, and/or train employees and subcontractors
- Demonstrate familiarity with what each team member's responsibilities and assignments are
- Assemble weekly, bi-monthly, and/or monthly data for project reports and project past performance documents and project/corporate metrics
